I return to my council report for the first time this year, refreshed from the layoff and ready to inform you again of the issues big and small and machinations of those working for, with and against Wingecarribee council.
Councils is undertaking community consultation to determine the concerns, long term aspirations and priorities for Wingecarribee residents. The aim is to develop a community strategic plan for the Shire, named 'Wingecarribee 2031+ our future our choice', council will be undertaking widespread consultation, including an online survey, events, workshops and other opportunities for you to have your say. Council is distributing by mail it's monthly newsletter 'Wingecarribee Today' with a survey to be completed by the 12th March on what you do and don't like about Wingecarribee, its also available via councils website by following the links to the 'Bang the Table' forum. This is a great opportunity for you to let council know what is important to you and what you believe the future direction of council should be, please take the time to be involved.

Media Release - Feb 21, 2010
The Illawarra Greens and the Southern Highlands Greens local groups yesterday selected their candidate for the seat of Throsby for this year’s Federal election.
Convenor of the Illawarra Greens, Jill Merrin, said, “We are very pleased to have Peter Moran on board as our candidate for this year’s election.
“Peter has been a vital part of the Southern Illawarra political scene for many years now. He was also the Greens’ Throsby candidate at the 2007 Federal election, where he campaigned on issues such as WorkChoices, action on climate change, and the completion of the Maldon to Dombarton rail link.

Southern Highlands Greens last Friday closed candidate nominations for the Electorate of Throsby for the upcoming Federal Elections. Nominations for the neighbouring seat of Hume remain open until Friday 26th February. In both seats a ballot is then undertaken amongst party members living in the electorate to select the final candidate.

Greens Senators worked hard to convince the Rudd Government to take real action on climate change. The Greens Senators voted against the CPRS because if passed, it would have locked in failure. The CPRS (Carbon Pollution Reduction Scheme) would have blocked the large-scale development of clean, green energy, public transport and other measures to make deep cuts in Australia's emissions. Legal advice revealed the CPRS, if passed, could have required more billions to be paid in compensation to big polluters if the government moved to lift inadequate targets above 5%.
The Greens are campaigning for a clean energy future. A good turnout at Walk Against <a style="text-decoration: none" href="http://www.youtube.com/watch?v=9Ys4SPNimuA" title="Walk Against Walming" target="_blank">Warming events will help show the Rudd government that people want genuine action.

SOUTHERN HIGHLANDS GREENS MEDIA RELEASE 10th December 2009
Greens councillor Jim Clark has condemned last nights refusal by Wingecarribee Council to endorse a submission to the Department of Local Government for an in perpetuity Environmental Levy.
After an exhaustive community consultation period including eight public forums in various parts of the Shire and the receipt of 79 written submissions, 70 of which were in favour of making the levy permanent, council has baulked at the formal approval to submit the application. Following the council meeting Councillor Clark said, " I am extremely frustrated that council has wasted resources going out to the public to seek their view on making the environment levy permanent, then chooses to completely ignore community support for the Levy".

Council is having a run in with Planning Minister Kristina Keneally over a proposed Seniors Living site at the former OLSH school in Bowral. The minister has refused to accept council restrictions on the site and has twice written to council in an attempt to revoke a Development Control Plan (DCP) aimed at protecting the Heritage and Environmental assets of the site and amenity of adjoining residents. The minister has claimed the DCP was "too restrictive" and did not provide "Much needed certainty for the community". Local opposition to the large scale Seniors Living proposal by developers Australind/Australian Unity saw the previous council develop the site specific DCP to ensure the protection of the site for the community. Councillor Halstead moved the motion and led the charge to oppose the revocation and has metaphorically rolled up his sleeves and stuck out his chin in defiance at the two undated letters sent by the minister. The Planning laws being such as they are, the State Government may yet force councils hand.

Councillor Gair was returned at the recent Mayoral Elections after holding off a challenge from Clr Juliet Arkwright. No real surprises there except that there seemed to be a fair amount of angst in the media and a somewhat optimistic letter writing campaign aimed at getting her elected. Clr Whipper withdrew from the race for the Deputies position when it became apparent that the numbers were short for his success and a compromise was reached with the nomination and eventual election of Clr McLaughlin.

The long process of recruiting a new General Manager will soon reach its final stages, with shortlisted applicants to be interviewed at the end of September. One imagines prospective candidates would have their ears to the ground as far as the current goings on at council. If so, this may be sufficient to introduce a hint of doubt, or perhaps caution at least in seeking the GMs position. With existing Directors taking turns at acting in the GMs seat, the pressures of the top job and being pulled in multiple directions simultaneously have been made obvious to local senior management. One wonders, following this experience. if we will see any in house candidates applying for the job, I have my doubts.
